I do not forget that nominally the late Mr. Rosario was Interpreter, and Mr. Ball, Assistant Interpreter; but about the time that the latter became the efficient oral interpreter he now is (for Cantonese), Mr. Rosario's health began to fail, and for a considerable period the interpretorial duties have actually devolved on Mr. Ball and Mr. Chan Jai Kwong, under the general supervision of the Acting Chinese Secretary, Dr Eitel, who, for the purpose of qualifying himself for that supervision became, at Sir John Smale's request, a sworn Interpreter and Translator to the Supreme Court under the General Orders of the Supreme Court of Hong Kong, Section LXIII, of 1st March, 1848.

For the purposes of supervising the staff of Interpreters generally, and to provide for the adequate translation of legal official documents, I propose to attach Dr Eitel to the staff of the Supreme Court as Supervisor of the Staff of Interpreters and Translator.

In accordance with Your Lordship's instructions I have, as reported in my despatch No.98 of 20th June last, in preparing the Estimates for 1882, struck out the item of $2,400 from the Colonial Secretary's department and transferred it to the Establishment charges of the
